November 2024 ceasefire required full Israeli withdrawal by January 2025. Israel refused — retaining 5 military outposts on Lebanese highlands. Defense Minister Katz March 2026: Israel would occupy Lebanon up to the Litani River — "just as was done in Rafah and Beit Hanoun." Lebanon's government: this constitutes illegal occupation.

Fragile 10-day truce from April 16. Lebanon PM filed urgent UN Security Council complaint.
